This USB power outlet is wired like a computer USB port, not like a dedicated wall charger. When you pug your smart phone into a dedicated wall charger, it will draw up to 1 AMP of current. When you plug it into a computer USB port, it will only draw 400 milliamps. Your phone knows what kind of port it's plugged into by how that port is wired. Since this outlet is wired like a computer USB port, it will tell your phone to only draw 400 milliamps and your phone will discharge faster than it will charge if you're using it as a navigation device. The solution is to use a special "charge only" USB cable (together with this outlet), which shorts the two data wires (inside the cable) the same way that a dedicated wall charger does.
