When installed does the bow in axle curve up or down?

The camber should curve down to give you a positive camber. Under load this slight bend will disappear.

Where do I measure for the length of the axle needed? I have my old axle to go by but I do not know what is meant by hub face 60".

The measurement is taken from the front(face)of the hub where the rim bolts onto.

My utility trailer has 51" spring center on the frame... wondering if it's possible that I can cut out 9" off from the middle of the 60" axle then welded them together? Will it work?

It could be done but you should check with the DOT in your area if it would be acceptable for highway use.
